ATLAS — The police department took up most of Thursday night’s Mount Carmel Township Board of Supervisors meeting, with one officer promoted and the hiring of another discussed.
The board unanimously approved the promotion of Brian Hollenbush from corporal to lieutenant. He is also the acting chief in the absence of Chief Donald Geary, who suffered a heart attack in May.
Thomas Nowroski Jr. was not as fortunate. A motion to hire him as a full-time
policeman was made by Supervisor William Eby and seconded by Supervisor Thomas Sebastian, but upon further discussion, the motion was rescinded. The position will be now be advertised.
“We had two candidates with impeccable records and they were turned down,” said Vice Chairman Reynold Scicchitano. “There’s another guy who hasn’t even graduated yet and he hasn’t even passed any tests yet, and we don’t know that he could.”
Members of the public agreed.
Tom Allen, of Strong, brought up that Supervisor Thomas Nowroski Sr., the candidate’s father, should not have been present at the interview, citing nepotism.
“How can we hire a full-time police officer when he has not graduated the police academy?” Allen asked. “At this point today, he is not qualified.”
Board Chairman Sam Scicchitano said that Nowroski Jr. will be qualified Aug. 14.
Later in the meeting, the board approved an action to establish a personnel policy to include an anti-nepotism amendment for all hired township employees.
The board unanimously voted to open the current police contracts, specifically regarding starting salaries, payments in lieu of health benefits, compensation time and no direct reimbursement for uniform and equipment allowance.
“We feel like our police officers are underpaid for the service they provide and putting their lives on the line,” said Sam Scicchitano. “Unless we offer them more money and what they deserve, it will difficult to keep police protection.”
In other business
Debby L. Beaver was hired as a full-time administrative assistant with health benefits.
A $41,750.50 bid was awarded to Meckley’s Limestone Products Inc. of Herndon for micro-sealing of township roads.
A handicap parking place was approved for 233 West Girard St.
The board will advertise for a part-time street department employee.
Sam Scicchitano and Reynold Scicchitano were approved to represent the board of supervisors in negotiations with non-uniformed employees regarding the establishment of a Mount Carmel Township Non-Uniformed Employee contract.
