MOUNT CARMEL — For nearly 20 years, April Rhoads has lent a helping hand to her neighbors, whether through her business, Notary Shop, or through the community organizations she supports, such as the Mount Carmel Borough Food Pantry.

“If I could help someone out, I’m there,” said Rhoads, who began working at the 215 S. Oak St. shop in 2002.
