INVITATION FOR BIDS Mount Carmel Township will receive sealed bids one original and two copies for the Locust Gap Pump Station Rehabilitation Contract at the office of the township, 300 Laurel Street, Atlas, PA 17851 during normal business hours until 10:00 a.m. prevailing time on August 9, 2019 at which time bids will be opened and read aloud. The location of the work it at the intersection of SR 901 and SR 0054 in Mount Carmel Township PA. The project generally consists of all work in and around the pump station for removal and replacement of the existing pumps, controls, all appurtenances related to the pumps and pipe modifications inside of the wet well as required. Contract Documents may be obtained by contacting the office of the Engineer; ARRO Consulting, 1239 Centre Turnpike, Orwigsburg, PA 17961 (570-366-9534). Copies of Contract Documents and Plans may be obtained from this source for the nonrefundable fee of $75 per set. Documents may be examined free of charge during regular business hours at the Office of the Engineer and at the township office. A non-mandatory pre-bid conference will be held at the project site at 10:00 a.m. on July 24, 2019 A certified check or bank draft payable to the order of Mount Carmel Township, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the total of the Bid, shall be submitted with each bid. The Bidder shall include the fully completed Non-Collusion Affidavit with the bid. In addition to the Equal Employment requirements of Executive Order 11246 regarding discrimination, the CONTRACTOR must establish a 6.9% goal for female participation and a 1% goal for minority participation in his/her aggregate on-site construction workforce for contracts in excess of $10,000. Mount Carmel Township is utilizing federal funds for this project and Northumberland County has adopted a Minority and Women Business Enterprise (MBE/WBE) in accordance with Executive Orders 11625, 12138, and 12432 and a Section 3 Action Plan in accordance with Title 24 Part 135 Code of Federal Regulations. As such, the bidders/offerors must submit documentary evidence of minority and women business enterprises and Section 3 business concerns who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted with the bid. Moreover, the CONTRACTOR shall strive to meet the MBE goal of 5% and the WBE goal of 3% for contracts of $25,000 or more. The Section 3 Action Plan applies to contracts of $100,000 or greater and requires the CONTRACTOR to strive to meet the minimum participation level of 10% of the contract amount to be awarded to Section 3 business concerns, and 30% of all new hires shall be Section 3 residents. Mount Carmel Township, in accordance with Northumberland Countys Section 3 Action Plan, may provide a bid preference to a bidder who is a Section 3 business concern. MBE/WBE and Section 3 business concerns shall be afforded full opportunity to bid without discrimination. Davis-Bacon Wage Rates and Related Acts apply to this Project. Bids may be held by Mount Carmel Township for up to 60 days from the date of opening for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract. Mount Carmel Township reserves the right to reject any or all bids, to waive any irregularities, or to negotiate contract amounts.
