WILLIAMSPORT — An expert in pain medicine and addiction testified Monday that Dr. Raymond Kraynak was responsible for providing dangerous opioids to his patients who were already addicted to controlled substances, including three who later died.

Dr. Stephen Thomas, who has served as a consultant for the state Attorney General’s Office, U.S. Attorneys Office, Department of Justice and FBI, said Kraynak violated the Federation of State Medical Boards model policy on the use of opioid analgesics in the treatment of chronic pain.
