‘Equitable’ distribution

Both President Biden and Press Secretary Jen Psaki said that they will be distributing the monoclonal antibody treatments “equitably” instead to states such as Florida where they cut the allocations by as high as 50%. The manufacturers of the treatments say they have ample supply. So why would the administration send the antibody treatments to areas where they are not needed in great supply. Does that make any sense? Also, where are the cheap rapid tests at the pharmacies? All sold out. Come on, man, get in the game!
